Returns found:false with an explanation rather than a snippet when the article cannot be located or the PDF cannot be read — this tool never fabricates text.cn_search_admin_regulations — Search mainland Chinese administrative regulations (行政法规) by title — a second official copy of the same regulations cn_search_laws covers, used here specifically because its detail pages carry the FULL regulation text inline as plain HTML (cn_search_laws/cn_law_article_text route through a PDF instead).
